The new Work at Height Regulations (WAHR) came into force on 6th April 2005 - and include replacing the “two metre rule”. Until now, under the Construction (Health, Safety & Welfare) Regulations 1996, employers had to adopt specific fall protection measures - such as installing guard rails - if work was carried out at two metres or above. However, ministers accepted the HSC’s recent recommendation that this should be replaced by new guidance on working at heights over two metres, including detailed advice on how to comply with the law.
The HSE have published a free guide to the new regulations. This is available from HSE Books on 01787 881165.
